Other Pests Carefully Watched Other Than Mediterranean Fly

The Mediterranean fruit fly infestation in California was unlikely to pose any problems for the other states, but a Kansas agricultural law which has been in effect since 1907 offers protection from it and similar pests which might enter Kansas from other states. The affected areas in California were not really the fruit farms so maggot contaminated fruits entering Kansas was not really a problem. We do not expect any more damage caused by the flies even if they make it to the state because by the time that happens, they would be dying.

It is unbelievable that a Mediterranean fruit fly will live through the Kansas winter. The US has had other pestering made by Mediterranean fruit flies in the past and this incident in California was not the first. Florida had five infestations in the past, Texas had one, and California had two successive years of the said plague. Malathion insecticide, traps, lures and freeing of sterile male flies are among the known past techniques to solve the infestation. The entire state received a message on the agreement with the United States Department of Agriculture which lays out the unified guideline for the state and its officials in case of emergency. A nationwide catastrophe plan is in effect wherein increased manpower is catching the insects and forcing eradication. Annihilation techniques included catching in identified areas that have been affected and nearby areas, releasing of sterile male flies to lessen the population and aerosol spraying of Malathion to exterminate the population.

The government has a means of weighing the benefits versus the dangers of segregation if ever it will be thought as the next resort. The chosen technique should be economically possible, realistic, and could take effect before the insects start spreading. Before the state declares isolation, a public hearing should be done. If quarantine is put into effect by the federal government, it will mean that no fruit can leave the state unless it is certified to have been fumigated or treated with cold for a specified amount of time or that it was grown in an area of the state where the pest does not exist.

The Kansas plant pest act declares it illegal to offend a condition of a governmental quarantine by bringing in a product that is on quarantine into a state in defiance to the established rules. The entomology division is always alert for pests that could be disadvantageous to Kansas. Out of state pests that are truly troubling include the gypsy moth, Japanese beetle, soybean cyst nematode, and witch weed which are found in other states but Kansas and are being studied by entomologists to be trapped. Other states should also be alert about the pests that could come from Kansas. California, for example, warrants that corn and sorghum grains from Kansas be cured by fumigation or checked out before being brought inside state due to the existence of the European corn borer, a plant vermin which now is in Kansas but not in California. Kansas apples are not free to enter California without being treated prior to exiting Kansas because of the presence of plumb curculio and apple maggot. All states have regulations designed to keep pests from moving from one area to another, as do other countries which require the Kansas state board of agriculture to certify grain shipments from Kansas free from certain pests before they can be exported.
